William S. Hein & Co., Inc. Honors Dan Rosati, For 30 Years of Service

July 21, 2010 marked the 30th Anniversary of Senior Vice President Daniel P. Rosati with William S. Hein & Co., Inc.  

Dan started with Hein as a contract computer programmer, coming from a position at Buffalo State College. In July of 1980, he was hired by Hein, as the “Computer Coordinator.” He was named Assistant Vice President in 1986 and later named Senior Vice President. Today, he oversees the IST, Editorial and HeinOnline Production areas.

The Water Quality Act of 1987, enacted April 2, 1987 provided the most recent series of amendments to the Federal Water Pollution Control Act, also known as the Clean Water Act. Provisions included:

  • Authority to continue the Chesapeake Bay Program and to establish a Chesapeake Bay Program Office (33 U.S.C. 1267). The original authorization for this program, the Chesapeake Bay Research Coordination Act of 1980 (P.L. 96-460), expired on September 30, 1984
  • Establishment of a Great Lakes National Program Office within EPA and a Great Lakes Research Office within NOAA (33 U.S.C. 1268). Related Federal agencies, including the Fish and Wildlife Service, are required to submit annual reports to EPA regarding agency activities affecting compliance with the 1978 Great Lakes Water Quality Agreement
  • Requirement that states develop strategies for toxics cleanup in waters where the application of "Best Available Technology" (BAT) discharge standards is not sufficient to meet State water quality standards and support public health (33 U.S.C. 1314)
  • Increase in the penalties for violations of Section 404 permits (33 U.S.C. 1344)
  • Requirement that EPA study and monitor the water quality effects attributable to the impoundment of water by dams (33 U.S.C. 1375)
  • And more!

Exploring HeinOnline: Superfund Amendments and Reauthorization Act (SARA)

The Superfund Amendments and Reauthorization Act (SARA) amended the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) on October 17, 1986. SARA reflected EPA's experience in administering the complex Superfund program during its first six years and made several important changes and additions to the programs. This Act:
  • stressed the importance of permanent remedies and innovative treatment technologies in cleaning up hazardous waste sites
  • required Superfund actions to consider the standards and requirements found in other States and Federal environmental laws and regulations
  • provided new enforcement authorities and settlement tools
  • increased State involvement in every phase of the Superfund program
  • increased the focus on human health problems posed by hazardous waste sites
  • encouraged greater citizen participation in making decisions on how sites should be cleaned up
  • increased the size of the trust fund to $8.5 billion
SARA also required EPA to revise the Hazard Ranking System to ensure that it accurately assessed the relative degree of risk to human health and the environment posed by uncontrolled hazardous waste sites that may be placed on the National Priorities List.

The Energy Policy Act of 1992 is a United States government act. The Act addressed energy efficiency, energy conservation and energy management, natural gas imports and exports, alternative fuels and requiring certain fleets to acquire alternative fuel vehicles, which are capable of operating on nonpetroleum fuels, electric motor vehicles, radioactive waste, and more!

The Energy Policy Act of 1992 is far reaching in impacting electrical power deregulation building codes and new energy efficient products.

The Americans with Disabilities Act of 1990 (ADA) is a law that was enacted by the U.S. Congress in 1990. It was signed into law on July 26, 1990, by President George H. W. Bush, and later amended with changes effective January 1, 2009.

The ADA is a wide-ranging civil rights law that prohibits, under certain circumstances, discrimination based on disability. It affords similar protections against discrimination to Americans with disabilities as the Civil Rights Act of 1964, which made discrimination based on race, religion, sex, national origin, and other characteristics illegal. Disability is defined by the ADA as "a physical or mental impairment that substantially limits a major life activity." The determination of whether any particular condition is considered a disability is made on a case by case basis. Certain specific conditions are excluded as disabilities, such as current substance abuse and visual impairment which is correctable by prescription lenses.

Exploring HeinOnline: Canada-United States Free Trade Agreement

The Free Trade Agreement (FTA) was a trade agreement signed by Canada and the United States on October 4, 1988. The agreement, finalized by October 1987, removed several trade restrictions in stages over a ten year period, and resulted in a great increase in cross-border trade.

As dictated by the agreement, the main purpose of the Canadian-United States Free Trade Agreement are as follows:
  • Eliminate barriers to trade in goods and services between Canada and the United States
  • Facilitate conditions of fair competition within the free-trade area established by the Agreement
  • Liberalize significantly conditions for investment within that free-trade area
  • Establish effective procedures for the joint administration of the Agreement and the resolution of disputes
  • Lay the foundation for further bilateral and multilateral cooperation to expand and enhance the benefits of the Agreement

Founded in 1934, the Stair Society serves to study and advance the knowledge of the history of Scots Law through the publication of original documents, and the reprint and editing of rare and important books. 


A Life in Law Books: Dick Spinelli

The Spring 2010 issue of A Legal Miscellanea, A Newsletter for the Friends of the Jacob Burns Law Library, features an admirable article about Dick Spinelli and his forty plus years in the legal publishing industry. The article examines Mr. Spinelli's career from the beginning of his time in the legal publishing industry in 1968 when he began with Fred B. Rothman & Co. to his current times with William S. Hein & Co., Inc. His professional development is discussed with a question and answer between Mr. Spinelli and A Legal Miscellanea. To further improve searching capabilities when doing legislative history research, we have added faceted searching to Taxation & Economic Reform in America, Parts I & II, History of Bankruptcy: Taxation & Economic Reform in America, Part III and U.S Federal Legislative History Library. These three libraries currently offer cross-library searching which means you will get results from all three libraries when you run a search in one library, provided the results are relevant to your search terms. To make it easier to interpret and navigate these results, we have added faceted searching which will allow you to quickly narrow a results set by section type, date or title.

HeinOnline Enhancement: Create Title Alerts

Create Title Alerts Using MyHein & Receive an Email When Title is Updated!

We are excited to introduce a new, highly requested feature this month! When using your MyHein account, you can now create a title alert on any title or multiple titles in HeinOnline.

Every month, we add new content to HeinOnline. With our new title alert feature, we are giving you the option to create email alerts that will email you every time the titles you select have been updated.

To create a title alert, log in to your MyHein Account. Then, browse to a title in HeinOnline and click on Create Email Alert link. 


You will receive an email (at the email address you used to create your MyHein account) every time a title (for which you have created an alert) is updated. If multiple titles have been updated, you will receive a single email that includes all updated titles sorted by HeinOnline library. Each title will display the coverage and a link to the index listing for the title. 

This feature is being released with basic functionality to start. We are however, already planning enhancements for the feature which will be released in the coming months. So rest assured, there's more to come!
