Exploring HeinOnline: Selective Service Act: Its Legislative History, Amendments, Appropriations, Cognates and Prior Instruments of Security

This 5-volume set explores the legislative history of the Selective Training and Service Act of 1940, also known as the Burke-Wadsworth Act.  It explores the historical background of the Act; the law as it was passed and became effective on September 16, 1940; and the amendments made to the Act during the 6 1/2 years following it's enactment.  This Act was signed into law by President Franklin D. Roosevelt in 1940 and was the first peace-time draft in United States history.  The Act required that men between the ages of 21-35 register with local draft boards.  After the United States entered World War II, a  new selective service act made men between the ages of 18-45 liable for military service and required that all men between 18-68 register. 

This 5-volume legislative history set will be available in HeinOnline's U.S. Federal Legislative History Library with the December content release.

When the Federal Food, Drug, and Cosmetics Act was passed in 1938, the FDA was charged with removing adulterated or mis-branded medical devices from the market.  It did not however give the FDA the ability to review medical devices before they entered the market.  When the Act was passed in 1938, medical devices were for the most part simple instruments in which defects could have been easily detected.  Since then, technology and research has provided for the development of far more complex medical devices, many for which defects could not be and are not easily detectable.

Compiled by Raymond C. Coulter and C. Richard Boehlert from the U.S. Department of Interior, this 11 volume set explores the legislative history of the first federal desalination statute that was passed in 1952.  The Saline Water Conversion Act was developed due to "the acute shortage of water in the arid areas of the Nation and elsewhere and the excessive use of underground waters throughout the Nation".  The Act was established enabling Congress to "provide for the development of practicable low-cost means of producing from sea water, or from other saline waters, water of a quality suitable for agriculture, industrial, municipal, and other beneficial consumptive uses on a scale sufficient to determine the feasibility of the development of such production and distribution on a large-scale basis, for the purpose of conserving and increasing the water resources of the Nation."

Enacted on October 25, 1978, the Foreign Intelligence Surveillance Act (FISA) established procedures for physical and electronic surveillance of "foreign intelligence information" between foreign powers and agents of foreign powers.  Agents of foreign powers includes American citizens and permanent residents suspected of being engaged in espionage and violating U.S. law on territory under United States control.  FISA resulted from extensive investigations by Senate Committees into the legality of domestic intelligence activities.

User Feedback Helps Shape HeinOnline

If you regularly read the HeinOnline blog or have used any of HeinOnline's support tools in the past, you know that we emphatically encourage all of our users to send us feedback about their experience using HeinOnline. The comments and suggestions we receive have a direct impact on the addition of new content, as well as new features and tools.

HeinOnline or Google Scholar? Why You Should Start Your Research in HeinOnline First - Part II

Shortly after releasing our blog post titled "HeinOnline or Google Scholar? Why You Should Start Your Research in HeinOnline First", Google Scholar contacted us.  We want to take a moment to share with you some of the things that Google Scholar informed us of. 

First, without our knowledge or awareness, Google informed us that they created a whole new index just prior to launching the new Google Scholar search that includes legal opinions and journals.  Google indicated that they improved their indexing algorithms and subsequently rebuilt the index.  With this new index in place, Google Scholar now includes an additional 250,000 documents/sections/articles from HeinOnline’s Law Journal Library bringing the total number of documents indexed to 750,000.  We still note, that this is not comprehensive of HeinOnline’s Law Journal Library, which is comprised of more than 1 million articles, notes, comments, reviews, legislation, cases, decisions, contents, editorials and other miscellaneous documents or sections.

With the new index, Google Scholar also resolved the discrepancies found in the Cited By numbers.  Our previous example "Government Responsibility for Constitutional Torts" now indicates that it is cited by 107 documents in Google Scholar.  And, it includes "Where Rights Begin: The Problem of Burdens on the Free Exercise of Religion" which was omitted before the new index was created.

In response to our post, Google also provided more detail about how they index the metadata and why authors such as that of "W HEN" would appear in the results as an author of an article.
